File management tool

Need a low cost file management tool where users can send pdf and image files (input files) from their pc or mobile to this tool or even through mail and tool should save all the data recd from them at one place person wise and then it should automatically send this data to certain app/mail id wherein that app will do some processing work and share output (csv, json, excel) which this tool again has to fetch and save as output file for user to download.
Basically tool is required for sending files and receiving the outcome against those files. Person should be able to send files through whatsapp, mail or upload in website or app.
Need some one who has already done this kind of work and who can do it at a reasonable price.
