Affordable Custom CRM Dashboard Setup

I'm looking for a CRM dashboard for my small company. I'm considering platforms like Hubspot, Monday, or Pipedrive, but I'm open to other options as well. The key requirement is that it should allow for custom reporting capabilities without incurring a hefty monthly software cost. I need your guidance on the appropriate platform once we've discussed my requirements.

Work does not include data entry, in need of the Dashboard and Reporting shells with a limited number of scrubbed client data records for development and testing. Actual production clients will be entered by my company post release.
