Bold Bachelor Party T-Shirt Design

I'm looking for a creative designer to craft a bold and colorful t-shirt for my friend's bachelor party. I want it to be in the vein of the New Orlean's Jazz Fest, but also kind of resemble a comfort colors fraternity formal shirt circa 2015? I have this picture of him that is kind of serving as my inspiration (and maybe could be on the back of the shirt?). I am thinking of a big design on the back with a smaller frocket design for the front.

Key Requirements:
- Design should be bold and colorful
- Incorporate pop culture icons and logos (Jazz fest-esque)
