write a program to filter noise from number plate images in c#

I need to create a program to filter noise, filter glare, filter light and dark on license plate images written in c#, after you finish, send me that library and demo program, in general, the whole source code that you developed during research.
First, I will send some noisy license plate images, in the process of you researching and writing the program, I will send another noisy number plate image for you to try to filter out the noise.
