a windows program for communication with terminals

My project requires a skilled programmer to develop a Windows program for communication with terminals. The program should be able to communicate with network terminals and should serve both data transfer and control & management purposes. My desired programming language for this task is C++, but I am open to suggestions. If you think you have the expertise to tackle this project, I'm looking forward to hearing from you.
