C++ virtual network application--modification and evaluation

I have an existing C++ virtual network application that requires modification and evaluation. Primary requirements is a clear understanding of C++ and Windows wifi network functions. Evaluation is also needed, focused on performance. Details in attached word document. Fortunately, I have existing code to use, so I can avoid the need to implement from scratch. I am in search of a knowledgeable programmer who can bring the project to a successful completion.
