ssc c++ make a ToDFA function or find the errors in NFA.cpp

I am making a ssc and i've made the DFA.h DFA.cpp NFA.h and NFA.cpp I just need to make a correct ToDFA() function that converts the NFA into a DFA . you can see my code and if you could help me find the error or make the ToDFA function that would be great!
