paste from clipboard and save as JPF file

I need a simple task.
I need simple software program, that will work as batch command line.
I will work as EXE file, one file, no installation needed. no dialog.
For example: run.exe 1024 768 c:\test\123.jpg
The task will show a screen for desktop, the resolution of width and height are parameters.
Button Paste on the screen, will paste some part if graphic image that was copies from somewhere else, and it is in the clipboard of Windows.
Pressing save will save the image as JPG file as the 3-rd parameters including path. and then exit.
EXE should work in Windows 7 10 2008 2019.
