I need a windows 10 program built that will increase the speed of applications

I am looking for a program to be built which will speed up the base clock levels of windows 10, making programs such as games run faster. When I say "run faster", I mean the speed in the program will be 2x faster. For example, a YouTube video will play at 2x speed, etc.

To clarify, the program should:

• Change the speed of desktop games or online games
• Control application speed and windows speed
• Easy to use, just drag the track bar or press hotkey
