I need someone who can compile a code in C -- 2

I have a project that requires editing and compiling a code written in C language. I need someone with experience in C programming language who can compile the code on Windows platform. A GUI is not required, but debugging and optimization of the code may be needed. The successful candidate should have good knowledge of C syntax and debugging techniques, as well as an expertise in programming on the Windows platform.
