I need an expert for a computer programming task in C++

The project details are attached. I can also share what I have implemented so far but obviously it is not very efficient and can be better. What I want is for this to be developed to be more efficient.

So in summary there are 2 major tasks

1. Developing prototype for efficiency
2. Implementing part B (which is attached too)
