To enable/disable USB/CD-ROM/Printer device via Windows Driver

I need to call Windows Driver software (probably developed by C) via our client software C#.
For example, when my C# application calls to disable USB disks, users should not be able to use their USB disks on their own computer.
The environment must be applied in physical computer and as well as in virtual machine.
