convert a qb45 program to operate in standalone windows 10-11, not operated in a a dos window nor similar

my project is already running under qb45 and MSdos 6.22 i wish to have the program written to operate in a standalone program that will operate under windows 10-11.
this project has been offered before.
the source code can be supplied or a program description of what it does can also be supplied, please tell me what you prefer
the program is a small lottery style of program called ToTe and using a set amount of numbers the customer will want either 3 numbers from their given numbers. the selection is printed onto a ticket receipt and also stored onto the hard drive, also a facility to store the selection in a data file under a PIN number for retrieval under a new game.
once the customers have finished entering their choice of numbers then the game will close and time of closure will be recorded, then a selection of numbers will be drawn away from the computer these are then entered into the game and the program will select any reciept with that winning combination in any order.
there may be an additional lucky dip selection in where at a touch of an allocated key a three or multiple choice lucky dip to the max value of ( yet to be set) will produce a said lucky dip ticket and mark ticket as a lucky dip ticket, then that selection is also entered into the games reciept data file.
To select a winning ticket the program will have a winners program that will open the master sales files and search for the entered winning selection, once found the winners will be selected a winners list will be printed, showing the deductions and how many winners and the prize they share, that calculation is gross sales les operating cost, equals prize fund, which is divided equally to the nearest round figure.
this program may be required to be stand alone and networked.

set numbers could be any 3 numbers from 18 21 26 or 52, if these are made variable.
also the numbers could be set as the letters of the alphabet so 3 from 26 letters but not in the same program. a permutation is allowable in 3 from upto 12 letters or numbers. cost of 1, 3 number bet is 10p.
