code help with c

I am looking for help with coding in C. I have an existing guideline with specific instructions that need to be followed and I need someone to create new code in order to produce the desired output. The desired output is a C application. I have experience in code review and debugging, however, I require someone to develop new code for the project. Experience with C is essential for this project.
