C++ audio plugin and standalone

Hello, I want to have an audio plugin developed.
The plugin needs to start recording audio automatically once the audio reaches a threshold, the recording needs to stop after a set time of silence. The plugin must show recorded files in a list in the main window, with their waveforms. The files need to be able to be dragged to the main DAW window.
The user will be able to select an audio interface, set a threshold to start recording audio automatically, set a time of silence after wich the recording stops and is added to the list. There needs to be a button to arm the recording, and another to stop it completely. The plugin will be able to record stereo tracks as well as mono tracks.
There needs to be a vumeter for the audio entry. The user will be able to listen to the recorded files inside the plugin's window, and stop the playback. The user will be able to navigate inside the tracks. The tracks will be automatically resized to fit the plugin window. The user will also be able to delete recorded tracks.
The plugin needs to be compatible with Windows and Mac Os.
