Windows application that uses an SVG file

I'd like a desktop application to be built that uses an SVG picture as the background.
There are two, at the top of each picture is a button and when pressed I'd like a menu to come up with the other picture available to go to.

When a button is pressed on the screen, a menu appears that has two options; Set and Reset. It must set a Boolean that I have set up in another C++ program. For now the buttons will be hard coded so BTN01 will set Array[0]. the colour of the button must change depending on the state of the Boolean.

I have lights on one screen that must change colour when a Boolean is true from another array.

On the second screen I have two sets of labels, clicking on the top buttons will bring a box up where you can type in a number from 0-1000, which then writes the value to another array I have created.
The bottom labels will display what the value is from another array.

If you feel you can do this task easily I will send over the SVG files over, They are very basic; just buttons.
