Virtual Map Creation from 3D Data

I'm aiming to create a detailed virtual map using pre-recorded 3D point cloud data. Unfortunately, I'm not set on a specific software for data processing and would welcome experience and proficiency in any potential software such as MATLAB, Python, or C++.
Skills and experience that would be ideal:

- Proficiency in 3D point cloud data manipulation
- Experience in similar projects involving SLAM mapping
- Flexibility in software usage and manipulation.
