Video Analytics in c++

Project Description
we have 3-4 cameras on different direction on a road. now we have to do below analytics on these 3 IP camera stream (30FPS).
1. Speed Detection( need to set alert for minimum and maximum speed, if speed is lower than minimum then need alert, if speed more than maximum then need alert)
2. non moving objects need to detect ( object that pending from more than 30 minutes)
3. wrong direction detect for vehicle ( need to check if vehicle coming from wrong direction)
4. fog detection ( to check visibility percentage )
all these analytics need to be done from the multiple camera stream that is RTSP stream.
we dont want to use any GPU for this processing. need to work on 4-6 core i7 CPU.
need these anlytics in c++ code. and can be run any windows or linux both system.
anyone who have strong knowledge of these area can bid.
