Update Open Source C Application for new enhancement

I am looking for a proficient C developer to create an update for an open-source application to support a new enhancement.
The application is an audio steaming server Icecast

We would like to modify latest stable release version 2.4.4.
Icecast allows for a "master" server setup and multiple "relay" servers. The current codebase allows a relay server to have configuration parameter "master-update-interval" which specifies sync interval with the master server.
I would like a mechanism (protected api) to be developed such that an external trigger can be sent to the relay to force an immediate sync with master server. Icecast has a HTTP server built in and I am hoping we can submit a request via HTTP to the relay (with a password) that will trigger the sync with the master node.
