Triangulate simple faces (<50 vertices) in c#

Hi,
lines are given by a set of 2D points and a index-sequence.
all lines are closed.
ther are at least two lines.
one line is known to contain every other 2d points.
all other lines outline "holes".
there are no intersections.
a line has usually less than 10 points
there are usually less than 10 lines.
what i need:
combine all points to one list.
i need the list of indizes for the vertices [ [1,7,4], [4,8,12] ] that fills the space between the outline and the holes.
