Tool to Validate File Header

I am looking for someone who can develop a tool to help me validate the file header of JPG/JPEG, PNG, PDF files. This tool should focus solely on Format Validation, rather than Size Validation or CRC Checksum Validation. The primary purpose of the tool will be to ensure that the header of Text files meet a pre-defined format. The tool must be able to identify any violations in the format of the header and alert the user. The tool should also provide an option to fix any violations that occur. Finally, the tool should be designed with user-friendliness in mind.
