Telegram users mention and pin software

I am looking to develop a Desktop App that will run on Windows. The purpose of this software is to enable the software to tag users of my group with a customize message and pin in my Telegram group/channel to notify them individually, This software will be able to mention and highlight one or many users depending on time interval I choose for each message to tag users and post. It will also have the functionality of pinning messages whenever it post or only post message without pinning, so important messages stay on top and highlighted at all times. So it will help to organize and manage conversations for better communication in my group/channel.

Options needed:
(1) option to post message and pin or only post message without pinning it
(2) option to choose time interval the software will post each message.
(3) option to delete first posted message before posting new one or to post new message without deleting old sent message.
(4) option to reply with a customized response when a member of the group reply to any of the messages its posting in the group
(5) option to run it through Telegram account or through Telegram bot by putting my bot token in the software.

I need someone who has experience developing Windows applications, specifically within the Telegram platform. They must have the skills to design an intuitive interface that is easy to use and manages notifications effectively. Understanding of core Telegram APIs will be necessary in order to successfully complete this project.

During development, I also need the software to be able to work with multiple languages and global audiences. It should be able to recognize languages as well as adapt. Additionally, the software needs be able to work in different browsers and platforms.

Finally, the software must also be secure and protect user data. I look forward to working with a suitable freelancer to develop a reliable and efficient software that meets these outlined criteria.
