Student Transportation Routing Software

I am looking for a software developer to create a Student Transportation Routing Software that will be used on Windows operating system.

Requirements:
- The software should be able to handle routing for more than 500 students at a time.
- The main feature needed for the software is route optimization, to ensure efficient and cost-effective transportation for the students.
- Real-time tracking and detailed reporting functionalities are not required for this project.
- Ability to print, easy to read route sheets, driver directions and more
- Be able to manage employees, their certifications and user groups with security permissions.
Would prefer to run software on windows, using windows server and be able to access software on different computers in the workspace.
Ideal skills and experience:
- Experience in developing routing software or similar transportation management systems.
- Proficiency in Windows operating system and relevant programming languages or frameworks.
- Strong problem-solving and analytical skills to optimize routes for large numbers of students.
