Smart Card Authentication Popup

I need a Windows 11 background program for the Identiv SCR3310 Smart Card Reader. It should detect smart card insertion and show a dialog box with my custom logo. The message should read: "Success! You have authenticated with Smart Card (last 4 digits of the card’s serial number)." The dialog should disappear when the card is removed.

Requirements:
- Support for Identiv SCR3310
- Background operation on Windows 11
- Customizable dialog box with user-provided PNG logo
- Specific dialog size: 420x210 pixels
