Simple application with simple UI, that takes live values from 2 text files and and check the percentage change and gives output, using c++, python or java

Hello, I'm working on a project (lie detector) and I'm using two sensors (heartbeat sensor and GSR sensor), both sensors give a text file output with numbers (each sensors will have a text file)

I need a someone who can write a code with a simple UI like this (https://ibb.co/GJnFgTF)
the code should at first check the text files (while being tested live and the numbers are changing) and every 10 numbers it checks the change percentage in number for example the heartbeat sensor text file will be like this :

every 10 numbers it should check the percentage of change and if its above 10% it should give and output as the person is lying on the UI, if its less than 10% then it gives an output that the person is telling truth on the UI aswell, all live
