Prepare VS 2019 for VS2008 and VS2010 Toolset

Have a C++ program that needs to compile using VS2008 and VS2010 toolsets but have VS2019 loaded on my computer. Want someone to properly setup the computer so that I can properly compile changes to this older C++ program. Computer can be accessed remotely via AnyDesk.
