Post acute care services website

I am looking for website for post acute care services. The website is a medical website that present the various medical services that can be provided at home including nursing, physiotherapy, nutrition etc.. The designed should be created and should be created from start to be bilingual Arabic and English languages. It is preferably to build website using Angular or Node.js BUT not in WordPress.
