Open and close dialog using expert in C++/ windows commands / Spy++

i want to open and close window every two seconds. i came to know that could be achieved by using spy++ and catch the windows commands. i catched the windows commands for that request but i could't make the tool or library.

i attached a video for the case i want.... any other solution to achieve this also welcomed
