Object Detection + Blurr & Deblurr + Bounding Box Image tool with mothern and user friendly GUI

We need a tool, which helps to process image with blurr and bounding boxes.
In Example you can see the Source file & Result file which actually is made manually.
We need a tool, which imports Images and helps us to make fast processing these images (Blurr all People, Blurr all License Plates + deblurr a chose Licenseplate + make Bounding box on chosen car + choose background overlay but the chosen car doesnt has to be overlayed by the mask (segmentation of car + never overlay)

Simple important needs:

1# Tool should be Exe
2# Source Code always accessable for us, everytime
2# Tool will be used offline
3# Importing Images function (For Processing images and the overlay masked should be savable in the tool)
4# Blurr all People function
5# Blurr all License Plates function
6# Deblur Function of a License Plate function by choosing
7# Draw Bounding box around a car which choosed function
8# High accurancy

We know its not a big task to make detection, blurring and segmentation. The only Part which is important is the GUI which should be easyli handled.
