Need to develop secure video player that can run only our provided videos

I am looking for a skilled developer to create a secure video player that can only play the videos provided by us. The player should be compatible with Windows operating system.
Security is a top priority for us, so the player should have both DRM protection and password protection to ensure that our videos are only accessed by authorized individuals.
In addition to security, we need the video player to have specific features. We require the ability to include subtitles/closed captions for accessibility purposes. We also need the player to have playback speed control, allowing users to adjust the speed at which the video plays.
