NDT regiatration-PCL in c++

Hi, i want a c++ developer that can do
1)read point clouds
2)set a region of intrest and
3)apply ndt on the points that are in the region of interest.
All the functions are already available in PCL library.
Just need to combine all and apply NDT registration on two point clouds to match them
