Make program to track incoming and outgoing internet requests on a PC

I am looking for someone to write a simple program to log all incoming and outgoing internet requests on a PC.
This program will have NO user interface.
This program will be an executable that will run from the command line with command line parameters, example: PROG.EXE /OUTFILE=C:\TEMP\PROG-OUT.TXT.
The program will run in the background and write/append the results to a tab delimited ASCII file, until the program is stopped. To stop the program the file c:\PROG-STOP.txt must exist.
Everything you see in a program like WireShark will be written to the ASCII text file, including: date, time, port, source IP, destination IP, protocol, length, program, folder, result, status, etc.
The program must be able to identify when an attempt is being made to remotely connect to the PC, and then sound an alarm (play an audio file). It must then also indicate in the ASCII text file how this attempt was made.
When writing to the text file, the program should not lock the file so that the file can be viewed in notepad.exe while the program is running and information is being written to it.
This program must run on Windows 7 and 10/11.
It will be tested on both Windows 7 and 10/11.
I would like the program written in such a way that there are no crazy dependencies. I must run on a simple Windows 7/10/11 machine.
You must deliver the executable and the source code so that I can check to make sure that there is no malware in it. I will not change the source code and I will always contact you to make changes to it in the future.
For someone who is accustomed to making simple utility programs for Windows, this is a very simple job. Do not bid a large amount because I am a programmer and know that this is a simple task.
