Make me a module for Anope-2.0.11 for SeenServ and GuardServ

I need a services module about SeenServ and GuardServ.
I`m use Anope-2.0.11 IRC Services.
I want the bots to be with a couple commands.
Example SeenServ:
/msg SeenServ join #channel - join to the channel where the guy who join it is owner (+q)
/msg SeenServ part #channel - left the channel where the guy who make the command is with owner (+q)
/msg SeenServ seen <nick> - show me info about the nick. Is it online ot is left the network. If is left, when is left, what reason and how lond time is left.
SeenServ must have a pub command !seen <nick> in the channel and will give back info on notice.
When SeenServ join the channel must set +vY mode to SeenServ
Example GuardServ:
/msg GuardServ join #channel - join to the channel where the guy who join it is owner (+q)
/msg GuardServ part #channel - left the channel where the guy who make the command is with owner (+q)
/msg GuardServ #channel add <badnick> - add badnick to channel database
/msg GuardServ #channel del <badnick> - delete badnick from channel database
/msg GuardServ #channel list - show a channel database
/msg GuardServ copy <channel> <mychannel> - copy channel database to my channel database

When GuardServ join to the channel must set +oY mode to GuardServ.

The bots must use mysql database.
