Looking to develop a transparent proxy in QT C++ 6.2 or golang

The code needs to:
1)create in windows 10 a New Virtual Network Adapter.
2) launch a socks/web proxy listening on port x.
3) all the traffic from a browser to the port x of the proxy needs to be redirected through the new virtual adapter or through a upstream proxy.
