Isometric Texture Renderer

I'm just trying to find a developer to design a small, simple utility for converting a square (1:1) image or texture into an Isometric version of itself, either a diamond/rhombus (floor tile) or parallelogram (wall tile) for utilizing in game development. The utility is intended to be distributed to users, so it will need a functional interface

Ideally, the tool would be able to load or import a source image (*.png, *.jpg, *.bmp, etc) and using a simple interface with one or two buttons, perform an operation on the image to rotate and skew it into either an isometric rhombus/diamond (Floor) or an Isometric parallelogram (Wall), with the ability to save and export the result. My only understanding is that the process may be called "Cartesian Transformation" and redraws the source image pixel by pixel into an isometric-rotated version of itself. I am uncertain how difficult this may be, or if it is even a project that would meet the requirements to use these services!

I've included an example layout of the proposed utility, as well as an example of a brick texture that has had the proper operation performed on it to produce the Isometric Floor and Isometric Wall angles needed to produce a finished isometric rhombus or parallelogram (Utilizing GIMP and G'MIC). These examples would then require an additional step to crop the textures into a Diamond or Parallelogram, though I would like to know if this is something that is possible using this service, or if there is a developer willing to discuss the idea with me!
