Instrument with motion control and optical acquisition

We are looking for an individual that can create an application to run under windows (possibly port to linux in the future). The application needs to control several stepper motors and a few I/O ports and acquire images from a camera. The images will be analyzed separately in ImageJ but may eventually be part of the program. We are open to the program being done in Visual C or like languages.
