Implementation of Blockchain and SDN Mobile Network in NS-3

The enitre project should be implemented in NS3, preferrably NS-3.30 or later and wtitten in C++
This project requires modelling inter eNB handover (across different mobile operators) using the Openflow module in NS3 (ofswitch13), something similar to X2 handovers in LTE.
So when a User Equipment (UE) moves from one eNB to the other, I want the SDN controller (OpenFlow) to implement the handover from one eNB to the next eNB after getting confirmation from the blockchain network. The preferred handover algorithm is a3-rsrp-handover-algorithm implemented in NS3.
