HoloLens 2 Face Recognition - Not Just Detect

I am looking for a developer who can create a face recognition software for personal use. The software should have basic facial recognition features. I prefer the project to be written in C#. The intended use of the software is for personal use only. The ideal candidate should have experience in developing face recognition software and be proficient in C#.
