Help me fix a game stutter

I own a project that was originally made in 2009, the project source code is publicly available, so a good c++ developer can easily work from it.

Problem : The game has micro stutters that lasts approximately 0.5 to 0.6 seconds, this problem occurs only on windows 10.
Since i am completely clueless about programming, i sadly cannot figure a solution for this, hence why i am here.

Job : I want you to add additional code to the source and generate a new .exe that fixes this problem.
Another thing that's very important, is to make sure, that the .exe cannot be stolen, meaning it automatically connects to the desired server IP address, or some sort of protection that prevents concurent projects from simply stealing the fixed .exe.

My budget is a maximum of $50, and i'd like to have this done ASAP, if we can work together, i'll make sure to hire you again later.
