C++ Game Engine - vertex shader Spotlight DX9

I have the full source code of a game engine CopperCube 6 but it needs spotlight shader as using the existing Spotlight light does not work well for low poly meshes so instead prefer a dedicated shader to brighten local objects.
I even have the code for a working vertex shader that works well inside the game engine however it is a user created addition and does not work along with the existing lighting system but instead replaces it which is not what I want. I need it to work along with the existing lighting system which allows for Directional lights (normally just 1), point lights and spotlights. Of the point lights and spotlights the engine allows for maximum of 10 in total.
So only experienced DX9 coders please that understand C++
Full source code will be provided as well as the vertex shader that works separately if this help you or not...
