Easy C++ project with Tab Controls

This project is simpler than yesterday's project.
I want some C++ code (that I can build from VS2017
developer cmd window) purpose of this code simply
being to display a form with some tab controls,
as well as the form title and some message.

remember I want to be able to build whatever code
is sent to me using VS2017 developer cmd window.

Fwiw the freelancer from last project built using
VS2019 developer cmd window, I had no problem.

My budget for this project is $30 maximum.

Imp't Note: If interested in this project kindly
send a png image of a similar C++ project you
have done in the past which has option tabs.
