Decompile .LIC files and recreate

I'm looking for someone to help me with a project involving the decompiling of .LIC files and their recreate. I have 4-7 files that need to be decompiled, utilizing either an existing or a recommended tool. These files were written in C#, so the programmer should be familiar with this language. Any other information that is needed can be provided upon request. I'm open to any and all options for tools and decompiles.
