Custom Rallying Pacenotes Application for Gaming

I need a custom PC application to be used by a live co-driver during a rallying session in a rallying game. This is not a modding request. The project is for a standalone PC application. Very generally, the application needs to overlay text and images over a game or a screensharing session and the user will need to be able to cycle through a series of text and images that would be the pacenotes for the rallying driver. The request for the program will also require the user to be able to edit the pacenotes on the fly as well as organize them when they are out of a session.
