Custom Chromium browser build windows

I need a developer having experience building custom chromium browser on windows.
The general goal is to: Embed custom js code into browser like what a regular chrome extension can do, but without an extenion "icon" actually shows up on chrome extension menu.
Example:
Let's say we have an extension that set js logic like ` document.body.style.backgroundColor = 'red'` for every webpage opened. Instead I need a way to embed this js logic directly into the browser, either through C++ implementation/ code modification or through some hidden browser UI api that doesnot show up an extension button/icon on chrome extension menu list.
As you get the idea, we will discuss further development based on your experience with custom chromium.
