Create twilio interface

Hi.
I have a Qr c++ project with all logic. Now the project use Skype phone to make phonecalls and virtual cable to mix Skype audio and own voice to be able to record the phone conversation.
I wish to have this functionality to my program.
* using twilio phone numbers
* using twilio audio recording capabilitiy
* using twilio pre recorded mp3 messages to play after voicemail
* send text trough twilio
I’m not sure if this is possible within qt c++ , an option would be that we use a website connector which connect to the qt windows software and twilio .
I will listen only to people with lots of twilio experience , webcoding and some qt experience
Important : this will start with a small project . Just the basic twilio functionality! Quote me for that part please.
Later on possibly more functions will need to be coded and added .
