Create a custom Active Directory using C#

Create a program (original source code must be included with a compiled working version of the program that will create a custom object attribute accessible by Active Directory attribute editor. The attribute must be added with privileged credentials through a GUI interface to active directory security groups, organizational units, and/or hidden service organizational units that can be selected. This can easily be done in PowerShell, but I would like to have it done on the Active Directory Server. Source code and compiled exe must also pass a virus/malware check on virustotal.com before the job is completed.
Sudo Code:

Run Program
The program creates a new attribute called "TestAttribute"
Pop that contains all Global, Local, and Universal Security Groups appears
User selects which Security Groups and/or service organizational units/containers have the new attribute added
Save attribute
