Create a WebSocket sample using VCPkg

Hello.
This time i would need help to create a websocket server and create a proper repository.
1. We will need to use vcpkg to create their dependencies and then apply.
2. Create a visual studio project, console project for windows, with attached cmake.
3. Run the out of box example in the given repository for hello world.
4. If the application is working on windows, this should aswell be the case on unix.
Please let me know, if you are familair with any of this technologies. The task and value is negotiable based on experience and timeframe.
