Create a Volume MIXER for windows That will be able to Use VST and On/off etc on each Track/channel seperatly

I am in search developer who can build a Volume Mixer software for Windows, specifically tailored to operate under the Wasapi protocol. The software should enable users to control all sound emanating from their computer, similar to a DAW, but for all Windows applications.

Each application should be independent, like a track, with adjustable sound levels and mute functions. Additionally, the software should be able to accept VST plugins such as EQ or compressor, or any other VST that suits sound editing purposes.

The software will have a master channel that users can use to adjust sound levels, similar to the way they do on each application.

To prevent distortion in the sound, there should be a meter on all tracks and the master channel, ensuring that sound does not exceed 0BD.

It is imperative that the software be as fast as possible, keeping in mind that the VST will add runtime. I look forward to working with a developer who can deliver high-quality software that meets these requirements.

all of this need to be in GUI - like a music production software , but only The minimum requirement to make our
goal work
