Covid19 Green Pass QrCode data translation

I need a C++ .Net core 5 console application that:
1) Get input string, acquired from USB QRCode scanner, in keyboard emulation (i can provide a sample)
2) Decode string informations, using Pyton sample to be translate in a .Net C++ for Visual Studio .Net Core 5.
