Core code for Win app in QT, C/C++, serial, threads, CAN

Hi,
I need someone to write in C/C++, using QT libraries, the core of a windows app that uses USB to Serial adapters (app needs to know only about serial ports) to send and receive data. The data that is going to be sent is created in different threads... The main task is to send data from threads and in the serial send/receive thread to also have a check for received data, to see if the sent message was in the correct format and understood by the receiving device.
All the GUI stuff, data process and others are not needed as I can handle those. I have some experience, but this threading and low latency serial gives me a lot of headakes.

I would like a new core code, clean, optimised.
Best if you have experience with QT, serial port, threading and maybe also OBD CAN interfaces like ELS / ELM327 / OBDLink :)
QT examples of serial communication are not good enough to handle what I need .. or I'm not that good in order to modify them for my needs :p
I don't have a deadline, but let's say a month just to have something defined.
